随着科技水平的发展，电脑硬件价格不断下降，同时普及率迅速提高，为办公自动化的实现提供了物质条件，要实现办公自动化就必须实现办公无纸化。对于人事管理而言，要配备一套人事管理软件，以提高工作效率.在手工管理阶段，所有的人事资料必须手工书面记录,并归档编号保存，事后如需查阅,则要人工从浩瀚的资料中查找，既费时费力又容易出错.作为保存资料的介质――纸张,又有容易被火烧毁、易被虫蛀，易发霉变质等等缺点.急需有一套人事管理系统,由计算机来代替手工完成人事资料的管理。

With the old-style manually maintenance, all personnel data should be record in paper manually, and then save them all in archives systematically. If you want to check any data in future, then you have to launch into the terrible huge database and see if you’re patient and lucky enough to find the data in a short time. It’s not so easy for you to directly find what you need in a short way; you’ll meet a lot of troubles during launching the eventual data; even if you finally find it, you’re exhausted at all. About the personnel management,we need to equip a set of personnel management software to enhance the work effeciency.At the handwork management days,all the personnel information must be written record by hand,and pigeonhole save.if you want to query something,you have to find it from the vast information in person.It not only take a lot of trouble,but also make mast mistakes.from the other hand,the paper is easy to burn.wormy.deteroprate etc.So we need a set of personnel management system to subtitute the handwork management by computer.
